page 385, after line 13, insert:
"D.  The Alcoholic Beverage Control Board shall conduct a study of the use of promoters by non-profit organizations to whom banquet licenses have been issued to ensure that the non-profit organizations are receiving the full benefit of the banquet license.  The scope of the Board's examination shall be limited to those instances where banquet licenses are issued for public events, as defined by Board regulations, where alcoholic beverages are available for sale to the public.  The Board shall also study the scope of financial sponsorship of such events by breweries, distilleries, wineries and wholesalers, including whether or not the products of competitors are available at events conducted with such sponsorship.  The Board shall submit the results of the study to the Governor and Chairmen of the House Appropriations and Senate Finance Committees no later than October 1, 1999."

(This amendment provides for a study of non-profit organizations' use of promoters in events for which the non-profit organizations have obtained a banquet license.)
