"H.  The Department of Juvenile Justice, in consultation with the Department of Criminal Justice Services, the Department of Planning and Budget, the Virginia Council on Juvenile Detention, and the Commission on Youth shall conduct a study to determine a long-term strategy for funding the capital and operational costs of local and regional juvenile detention homes.  The results of the study shall be reported to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees no later than October 1, 1999."


Explanation
(This amendment provides $365,000 the second year as an interim measure to provide a minimum 40 percent state share of the operating costs of local and regional detention facilities. This amount includes funding for the following localities that are currently funded at less than 40 percent for operating costs: $3,800 for Rappahannock, $305,500 for Richmond and $55,700 for Winchester. The amendment further provides for the Department to conduct a study to recommend a long term funding strategy for juvenile detention facilities.)
