Page 343, after line 17, insert:
"D.  The Secretary of Public Safety shall study the present capabilities and long-term needs for an effective Maritime Incident Response Team (MIRT) in the Hampton Roads region, and make recommendations for organizational and funding priorities for this team.  The study shall solicit input from representatives of the current MIRT membership, as well as local, state, and federal agencies and organizations involved in the public safety of the port and waterways of Hampton Roads.  Copies of the report shall be presented to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees by October 1, 1999."


Explanation
(This amendment directs the Secretary of Public Safety to study firefighting needs for the Port of Hampton Roads.)
