Explanation
(This amendment implements the recommendations made by the Board of Conservation and Development of Public Beaches in the report entitled "Economic Impact of Public Beaches on Tourism and Economic Development Within the Commonwealth of Virginia," Senate Joint Resolution 338 of the 1997 Session of the General Assembly. The amendment also includes appropriations for the City of Norfolk to continue construction of a system of off-shore breakwaters to provide long-term public beach and property development protection.)
