Explanation
(This amendment adjusts the estimated unspent balance in the federal Temporary Assistance for Needy Families (TANF) block grant for welfare reform. Companion amendments reduce the balance for four items: $2.4 million to offset the loss of other federal "Education for Independence" funds which support vocational training for single mothers; $1.0 million for local Partners in Prevention programs intended to reduce out-of-wedlock births; $200,000 for individual development accounts administered by People, Inc. in Southwest Virginia; and $121,000 for abstinence education grants distributed by the Department of Health. Additions to the balance include $1.9 million less which would be allocated to "fatherhood" education programs ($100,000 rather than $2.0 million) and $3.0 million less which would be allocated for energy assistance grants. The net impact of these actions increases the estimated unspent balance from $64.9 million to $66.1 million at the end of fiscal year 2000.)
