Explanation
(This amendment changes the funding source for the Individual Development Accounts (IDA) demonstration project from the federal Temporary Assistance for Needy Families (TANF) block grant on welfare reform to general fund appropriations. A companion amendment in Item 399 for welfare payments provides offsetting increases in TANF funds and reductions in general fund appropriations, so there is no net additional cost to the TANF block grant or general fund. Virginia would have additional flexibility in administering IDAs when supported by the general fund rather than by TANF funds. Eligibility for the program would be broadened to include persons who have low enough incomes to receive welfare payments, not just to those who actually receive welfare payments. With this definition of eligibility, the program is expected to count toward the state match requirement for the federal TANF grant.)
