"Z.  Contingent upon passage of House Bill 2717, on or before December 31, 1999, the Director of the Department of Medical Assistance Services shall prepare and submit a request for a waiver to the Health Care Financing Administration, pursuant to federal law and regulation under Title XIX of the Social Security Act, as amended, to provide payment for family planning services on behalf of women who were Medicaid-eligible for prenatal care and delivery services at the time of delivery.  Such family planning services shall begin with delivery and continue for a period of 24 months.  If federal approval for the waiver is granted, payment for these services shall begin no later than three months following the date of the approval.  In the event that House Bill 2717 is enacted in a manner inconsistent with the language in this item, the provisions of House Bill 2717 shall prevail."


Explanation
(This amendment expands coverage of family planning services, for women receiving Medicaid pre-natal care and delivery services, from two to 24 months after birth of a child. Funding assumes the federal approval of a Section 1115 waiver to provide the services and continuation of the current federal financial participation rate of 90 percent.)
