"G.  Out of this appropriation, $600,000 from the general fund shall be provided the second year to the Virginia Association of Free Clinics for the purchase of pharmaceuticals and medically necessary pharmacy supplies, and to provide pharmacy services to low-income, uninsured patients of the Free Clinics throughout Virginia.  The amount allocated to each Free Clinic shall be determined through an allocation methodology developed by the Virginia Association of Free Clinics.  The allocation methodology shall ensure that funds are distributed such that the Free Clinics are able to serve the pharmacy needs of the greatest number of low-income, uninsured adults.  The Virginia Association of Free Clinics shall establish accounting and reporting mechanisms to track the disbursement and expenditure of these funds.  The Virginia Association of Free Clinics shall submit an interim report regarding the disbursement and expenditure of these funds and the number of low-income, uninsured persons receiving pharmaceuticals to the Commissioner of Health, the Chairmen of the House Appropriations and Senate Finance Committees, and the Joint Commission on Health Care by November 1, 1999, and shall submit a final report no later than August 1, 2000."

(This amendment provides funding to the Virginia Association of Free Clinics for distribution to free clinics operating throughout Virginia. Funds will be used to purchase pharmaceuticals and medically necessary pharmaceutical supplies for low-income uninsured patients.)
