1. Out of this appropriation, $1,300,000 the first year and $1,300,000 the second year from nongeneral funds is provided to support a program for preservation of local circuit court records. Allotment of these funds may occur only after approval by the Department of Planning and Budget of a program plan submitted by The Library of Virginia.
2. Included in this appropriation are 12.00 FTE positions to be specifically dedicated to processing and preserving the permanent records of the circuit courts pursuant to § 14.1-112, Code of Virginia.
3. The State Librarian shall report annually to the Secretary of Education on progress in the processing and preserving of circuit court records.
