(This amendment reduces the legislative reversion clearing account by $500,000 the second year from the general fund. A companion amendment to Item 16 transfers $216,670 of this amount to the Joint Legislative Audit and Review Commission to establish a fiscal impact and forecasting unit, as recommended by the Joint Commission on the Commonwealth's Planning and Budgeting Process.)

Authority: Discretionary Inclusion.

A. Transfers out of this appropriation may be made to fund unanticipated costs in the budgets of legislative agencies or other such costs approved by the Joint Rules Committee.

B. The Joint Committee on Rules may allocate an amount up to $500,000 to address the fiscal impact on legislative agencies of measures enacted by the 1998 General Assembly. The Committee is further authorized to transfer any portion of such sum from the second year to the first year for such purposes.
