"The Board of Visitors of the University of Virginia is authorized to utilize competitive negotiation, as that term is defined in §11-37, Code of Virginia, to secure construction services for this project, the provisions of §11-41, Code of Virginia, notwithstanding."

Explanation
(This amendment authorizes the University of Virginia to utilize competitive negotiation as a procurement method to secure construction contracts for the Clark Hall Renovation and Addition project.)
