The Secretary of Administration shall cause to be completed a comprehensive review of the laws, administrative processes, policies, and procedures related to the control and disposition of surplus, or potentially surplus, state-owned real property under the control of the Commonwealth's several agencies and institutions. A committee, composed of at least one representative of each Cabinet Secretary, staff of the House Appropriations and Senate Finance Committees, and the Division of Legislative Services, who are knowledgeable in such issues, shall be assembled for such purpose. A report, presenting such information and recommendations as may seem appropriate, shall be filed with the co-chairmen of the Appropriations and General Laws Committees of the House of Delegates and the chairmen of the Finance and General Laws Committees of the Virginia Senate, no later than January 1, 2000."
