The Department of Employee Relations Counselors shall collect fees, estimated at $90,000, from state agencies and institutions of higher education for the cost of hearing officer services provided by in-house staff conducting grievance hearings. These funds shall be retained by the agency to pay the expenses of the hearing officers.
