Page 413, after line 38, insert:
"K. The Commonwealth Transportation Board shall develop a plan of finance and allocate up to $10,621,475 in the second year from all available transportation funds for the development and operation of expanded bus service for the Greater Richmond Transit Company.  The actual amount of the allocation shall depend on the new transit routes that are approved by the Commonwealth Transportation Board.  For the $10,621,475, the following guidelines should be applied:  $3,083,475 for Phase I operating costs in fiscal year 2000; $5,013,093 for Phases I and II operating costs in fiscal year 2001; $6,979,191 for Phases I through III operating costs in fiscal year 2002; and, $7,538,000 for the capital costs of all three phases.  The plan of finance and support by the localities of such a plan shall be reported to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by December 1, 1999."


Explanation
(This amendment provides a contingent appropriation of $10,621,475 in federal or state transportation revenues to meet the costs of extending bus service for nine transit routes in the greater Richmond region. The allocation of any funds is contingent upon approval by the Commonwealth Transportation Board of any expanded service.)
