"The Virginia Department of Transportation shall conduct a feasibility study on consolidating, or partially consolidating, at Fort Pickett the department's training program for heavy equipment operators.  The department shall submit a report, with recommendations, to the Governor and the Co-Chairmen of the House Appropriations and Senate Finance Committees by November 1, 1999."
