"H. An advisory committee, to include a representative of the Department of Juvenile Justice; the  Department of Criminal Justice Services; the Department of Planning and Budget; the Virginia Council on Juvenile Justice; three members of the House Appropriations Committee, appointed by the Chairmen of the House Appropriations Committee; and two members of the Senate Finance Committee, appointed by the Chairmen of the Senate Finance Committee shall conduct a study to determine a long-term strategy for funding of local and regional juvenile detention homes.  The results of the study shall be reported to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees no later than October 1, 1999."


Explanation
(This amendment provides additional funding for Financial Assistance for Juvenile Confinement in Local Facilities to obtain a level of funding adequate to maintain a 50 percent State share of local detention facilities' operating costs. This amendment is based on calculations of the Virginia Council on Juvenile Detention of the current shortfall in State funding for these operating costs. The amendment further provides for the Department to conduct a study as to the long- term funding of local detention facilities.)
