A. The Department shall provide a report on the utilization and performance of the positions provided in this and previous biennia for violent crime strike forces and for the state/local anti-crime partnership to the Governor and Chairmen of the House Appropriations and Senate Finance Committees by October 1 of each year.
B. Included in this appropriation is $1,500,000 the first year and $1,500,000 the second year from nongeneral funds for replacement of motor vehicles.
C. The Department of State Police shall study the compensation provided to Commercial Vehicle Enforcement Officer positions. If the review determines that the compensation provided to these positions is not competitive to similar law enforcement positions, the Department shall recommend such salary and classification adjustments as are required to the Department of Personnel and Training for approval prior to making any requests for additional funds.
D.1. Included in this appropriation is $391,571 in the first year and $589,687 in the second year from Commonwealth Transportation Funds for the personal and associated nonpersonal services costs for eight positions. These positions will be dedicated to the I-95/395/495 Interchange Improvement Project. Commonwealth Transportation Funds to support these positions will remain available only until the completion of this project. This appropriation will be funded as part of State Highway Project No. 0095-029-F20 and Federal Project No. NH-95-2(410). The allotment of these funds is contingent upon a Memorandum of Understanding signed by the Superintendent of the Department of State Police and the Commissioner of the Virginia Department of Transportation. This Memorandum of Understanding should specifically address the financial commitments for the State Police’s patrol during the life of this construction project as well as the reimbursement of those expenses.
2. In accordance with §4-3.02b. of this act, the agency is authorized to obtain a treasury loan to cover the costs of troopers at the Springfield Interchange prior to reimbursement from the Virginia Department of Transportation.
E. Included in this appropriation is $4,135,833 in the first year and $7,090,000 in the second year from the general fund for job class regrades for State Police Trooper I’s, Trooper II’s, Senior Troopers, Master Troopers, and related job classes up to and including the rank of State Police Captain, effective November 25, 1998.
