Page 347, line 59, strike "is authorized for grants to" and insert:
"shall be deposited to the School Resource Officer Incentive Grants Fund established pursuant to §22.1-278.1:1, Code of Virginia.  Notwithstanding the provisions of House Bill 1445 as enacted by the 1999 General Assembly, grants may be provided i) to localities to supplant a portion of the local costs of school resource officers currently funded entirely with local funds, or (ii) at a matching rate different from the composite index if the purpose is to continue, for a specified period of time, school resource officers currently funded with federal funds."

Explanation
(This amendment deposits the funds for School Resource Officers in a special nonreverting fund administered by the Criminal Justice Services Board for grants to localities to employ school resource officers. The establishment of the School Resource Officer Incentive Grants Fund is proposed by House Bill 1445, which requires the Board to establish criteria for making grants from the Fund to include the amount of required match and guidelines governing the Program. This amendment allows localities which currently fund school resource officers exclusively with local funds to participate in the School Resource Officer Incentive Grant Program and also provides authority for a different matching rate as part of a cost assumption process for existing federally funded school resource officers.)
