"D.  The Secretary of Public Safety shall provide for an independent safety review of rifle range safety at the State Military Reservation in Virginia Beach.  The findings of the review, including any recommendations for operational or capital improvements to improve range safety, shall be reported to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by October 1, 1999."


Explanation
(This amendment implements one of the options recommended by the Joint Legislative Audit and Review Commission that was developed in their study of the feasibility of converting Camp Pendleton to a state park. While the report concluded that it is not feasible to convert Camp Pendleton in its entirety to a state park, the report warned that because this is a state-owned property, the Commonwealth could be potentially liable for damage or injury in the surrounding communities caused through operation of the rifle range. The report indicates that the Department of Military Affairs has recognized that the rifle range's location adjacent to a residential neighborhood could pose safety concerns.)
