Page 336, after line 12, insert:
"Q. Notwithstanding the provisions of §10.1-2128, Code of Virginia, the Director of the Department of Conservation and Recreation shall provide grants of  $350,000 in the second year from the Water Quality Improvement Fund to Soil and Water Conservation Districts in accordance with program, financial, and resource allocation policies established by the Soil and Water Conservation Board for nonpoint source pollution abatement efforts."


Explanation
(This amendment provides additional support from the Water Quaility Improvement Fund for the Soil and Water Conservation Districts, specifically for technical and administrative services provided by districts to communities statewide. These independent political subdivisions play an important role in nonpoint source pollution abatement efforts, including the Water Quality Improvement Act, the Virginia Agriculture Cost Share Program, the Agricultural Best Management Practices Tax Credit Program, and the Agricultural Stewardship Act. Existing language directs the Soil and Water Conservation Board to develop and adopt policies and instructs the Department to coordinate its spending with the Board's priorities.)
