"Q.  Notwithstanding the provisions of §10.1-2128, Code of Virginia, the Director of the Department of Conservation and Recreation is authorized to utilize up to $684,100 in the second year from the Water Quality Improvement Fund for 10 additional Nutrient Management Specialists to support the animal waste permitting program designed to reduce nonpoint source pollution."


Explanation
(This amendment provides funding from the Water Quality Improvement Fund for 10 additional Nutrient Management Specialists at $68,410 per specialist for salary and expenses. These positions will work with farmers to support the animal waste permitting program. These positions are needed to write and review nutrient management plans and conduct statewide training for operators of confined animal feeding operations.)
