Page 325, line 39, insert:
"I.  The Department of Environmental Quality, in conjunction with the Department of Conservation and Recreation and the Department of Forestry, shall examine the feasibility of transfering funds for the administration of a competative grant program to support a statewide network of volunteer water quality monitoring to a qualified private nonprofit environmental organization.  The Department shall report its findings and recommendations to the Chairmen of the House Committees on Appropriations and Conservation and Natural Resources, and the Senate Committees on Finance and Agriculture, Conservation and Natural Resources, by October 1, 1999."

(This amendment is based on the recommendations in the report entitled "Citizen Water Quality Monitoring" authorized in Item 427.I. of Chapter 464, 1998 Acts of Assembly.)
