Explanation
(This amendment substitutes unused balances in the federal TANF block grant for a portion of the new federal "Welfare to Work" grant that requires a state match. The funds would be used for the same purpose, to help hard-to-employ welfare recipients in preparing for, obtaining, and retaining employment. Federal requirements associated with the "Welfare to Work" grant require the involvement of the Governor's Employment and Training Department and local Private Industry Councils along with the Department of Social Services. Use of the TANF funds will provide Virginia greater administrative flexibility in implementing the program. A total of $1,500,000 in state and federal funds in each year is retained for the "Welfare to Work" program to provide employment training for noncustodial parents of TANF recipients.)
