"to develop an appropriate reimbursement methodology using data from commercial insurers in order to comply with the General Assembly's intent that the Department raise dental reimbursement rates to the 85th percentile of usual, customary and reasonable charges.  In the development of a reimbursement methodology, the Department shall examine the impact of retaining a fee-for-service reimbursement for the delivery of dental services in the managed care system on expanding access to pediatric dental care.    The Department shall implement the payment system by July 1, 2000."

Explanation
(This amendment directs the Department of Medical Assistance Services to develop a dental reimbursement system which will bring dental rates to the 85th percentile of usual, customary and reasonable charges. The Department is also directed to report back to the money committees on this new reimbursement system and issues surrounding access by November 1, 1999.)
