Page 121, strike lines 9 through 18, and insert:
"l.  Out of this appropriation, $8,000,000 the second year from the general fund is provided as an incentive for school divisions to hire 400 new teachers.  Teachers shall be distributed based on a grant of $20,000 per teacher to school divisions whose elementary schools had the lowest composite pass rates on the Standards of Learning Assessment tests administered in the Spring of 1998.  Local school divisions eligible to participate must certify to the Department of Education by October 1, 1999, that they have hired the new teachers pursuant to this initiative.  The additional teachers assigned to each school division through this initiative shall be continued permanently.  This provision shall not be construed to mandate the hiring or continued employment of these teachers by the local school division should it desire to withdraw from the program in subsequent years.  If a school division does not participate, the additional teachers it would have received shall be assigned to the next eligible elementary schools."

(This amendment distributes the 400 new teachers in the introduced budget to elementary schools with the lowest composite pass rates on the Standards of Learning Assessment tests and specifies that the funds be used to hire new teachers.)
