Notwithstanding any other provision of law, after the after the requirements of A.1. of Item C-103.05, Chapter 781, 2009 Acts of Assembly, have been met, surplus funds from project 17458 (Repair/Replace Southeastern Virginia Training Center) shall be made available for the purposes stated in A.3. of Item C-103.05, Chapter 781, 2009 Acts of Assembly.
