A. Any plan to modernize and integrate the automated systems of the Department of Alcoholic Beverage Control shall be based on developing the integrated system in phases or modules.
B. The Department of Alcoholic Beverage Control shall transfer $35,000 the first year and $35,000 the second year from nongeneral funds to the Governor's Office on Substance Abuse Prevention to support that agency's efforts to prevent tobacco and alcohol abuse by youth.
C. Funds appropriated for services related to state lottery operations shall be used solely for lottery ticket purchases and prize payouts.
D. The Alcoholic Beverage Control Board shall open additional stores in locations deemed to have the greatest potential for total increased sales in order to maximize profitability.
