A. The Secretary of Public Safety, in conjunction with the Director of the Department of Correctional Education, shall report on the status of the department's career and technical and vocational education programs in the Department of Juvenile Justice and the Department of Corrections facilities.  The report shall include a description of the programs offered, inmates participating in the programs, factors affecting the implementation of the programs, and whether the programs are linked to the prisoner reentry program.  The Secretary shall report to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by October 16, 2006.


B. Included in the appropriation for this Item is $146,004 the second year from the general fund for two transition specialist positions for correctional facilities participating in the pilot local re-entry councils established upon the recommendation of the Virginia Re-entry Policy Academy.
