A. Pursuant to the provisions of Chapters 940 and 960 of the Acts of Assembly of 2004, the Governor shall transfer one position and requisite funding from the Department of Agriculture and Consumer Services and one position and requisite funding from the Office of the Secretary of Commerce and Trade to the Office of the Secretary of Agriculture and Forestry.
B. The appropriation for the Department of Agriculture and Consumer Services begins in Item 97, the appropriation for the Department of Forestry begins in Item 108, and the appropriation for the Virginia Agricultural Council begins in Item 127.
C. Out of the amounts provided in this item $50,000 the first year from the general fund shall be used to fund programs to develop early detection and monitoring tools and/or research for fungicide efficacy for Asian soybean rust.
