A. Included in this Item are the funds necessary to implement E-Z Pass reciprocity on toll roads in Virginia that as of September 1, 2003 had an electronic toll collection system in place and operating.
B. From unobligated balances available in the Toll Facilities Revolving Account, $23,600,000 shall be transferred to Item 493.10 for the Transportation Partnership Opportunity Fund.
