1. The Virginia Community College System, with the approval of the Governor as otherwise provided by law, is hereby authorized to accept certain real property, described generally as 40 acres, more or less, contiguous to the southwest corner of the campus of New River Community College and adjacent to the south-bound lanes of Route 11 in Pulaski County, said conveyance being for the beneficial purpose of constructing safer access to the college from Route 11.

2. Prior to acceptance of said property, assurances satisfactory to the Virginia Community College System and the Governor shall be made indicating that the property is free from hazardous materials and conditions.
