A. The appropriation for Mined Land Reclamation and Regulation includes annual membership dues to the Interstate Mining Compact Commission, $16,093 the first year and $16,093 the second year, from special funds.
B. Out of the amounts for Mined Land Reclamation and Regulation shall be provided reimbursement for expenses associated with administrative and judicial review when so ordered by a court of competent jurisdiction.
C. This Item includes an additional nongeneral fund appropriation of $398,403 in the second year in anticipation of the passage of legislation in the 2003 Session of the General Assembly to increase coal mining permit fees.
