Notwithstanding the provisions of § 38.2-401, Code of Virginia, allocations of the Fire Programs Fund shall be maintained at FY 2002 levels and allocations to localities for the construction of fire training structures shall be deferred so as to produce savings of $2,285,707 the first year and $2,191,808 the second year, which shall be transferred to the general fund.
