Notwithstanding Title 2.2, Chapter 26, Article 12, and Chapter 39; or Title 15.2, Chapter 16, § 15.2-1604, Code of Virginia, the Human Rights Council is hereby abolished, effective July 1, 2003. The powers and duties heretofore exercised by such agency shall hereafter be vested in the Office of the Attorney General.
