A. There is hereby reappropriated the unexpended balances remaining on June 30, 2002 and June 30, 2003.
B.1. Included in this appropriation is $3,000,000 the first year from the general fund to continue development of a State Agency Radio System (STARS). The Secretary of Public Safety, with the assistance of the Secretary of Finance, the Secretary of Technology, and the Departments of Planning and Budget and the Treasury, shall oversee the review of proposals and the development of any contract for such a system, including the financing for the system.
2. The Department of State Police is authorized to conduct negotiations with potential vendor(s), but shall not enter into any contract for implementation of the STARS radio communications system without the approval of the Governor and the General Assembly. The Secretary of Public Safety shall submit a report, including the results of any contract negotiations, within the limitations provided in the Virginia Public Procurement Act, and proposed methods of financing, to the Chairmen of the Senate Finance and House Appropriations Committees, no later than December 1, 2002.
C.1. It is the intent of the General Assembly that wireless 911 calls be delivered directly by the Commercial Mobile Radio Service (CMRS) provider to the local Public Safety Answering Point (PSAP), in order that such calls be answered by the local jurisdiction within which the call originates, thereby minimizing the need for call transfers whenever possible.
2. Notwithstanding the provisions of Article 7, Chapter 15, Title 56, Code of Virginia, $3,700,000 from the Wireless E-911 Fund each year is included in this appropriation for telecommunications to offset dispatch center operations and related costs incurred for answering wireless 911 telephone calls.
D. Out of the Motor Carrier Special Fund, $900,000 the first year and $900,000 the second year shall be provided to the Department of State Police.
