Notwithstanding § 3.1 – 925, Code of Virginia, the Commissioner of Agriculture and Consumer Services shall collect a fee of $10 beginning July 1, 2003, from all entities subject to weights and measures regulation pursuant to Chapter 35 of Title 3.1 of the Code of Virginia for each device subject to inspection, until such time as the Commissioner shall promulgate regulations to establish a fee schedule for all such devices and implement an annual registration fee.
