This appropriation provides architectural and engineering fees in the second year to develop plans for the completion of unfinished space at Fluvanna Correctional Center for Women, to be used to house two prison enterprise programs—production of optical lenses and of flat fabric products. Before any funds are to be allotted, the Department of Corrections shall submit a business plan for each enterprise for review and approval by the Secretary of Public Safety. If either of the proposed programs do not appear to be feasible or cost-effective, the department shall propose an alternative enterprise program and develop a business plan for that.
