A. The Commonwealth Transportation Commissioner and the Director, Department of General Services, shall conduct a feasibility study of the renovation and reuse of the Old State Library and Archives Building. The study may include architectural and engineering planning through the schematic or preliminary design stage. The study shall include an examination of the conversion of the first floor of the building for general meeting and conference activities as Seat of Government and Executive Mansion support space. Any or all of the other space in the building may be considered for general office space for the Department of Transportation. A report, including architectural and engineering budget estimates for the project, shall be presented to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 1998, for consideration by the 1999 Session of the General Assembly.
[ B.1. Subject to the conditions set out in this item, responsibility for the Old State Library Building in Richmond shall be transferred from the Department of General Services to the Virginia Department of Transportation for the exclusive use of that agency, provided however, that the first floor of the renovated facility shall be used for support facilities for agencies in the Capitol area. ]
[ 2. The appropriation of $4,486,091 in the second year shall be used for Phase I of a multi-phase renovation of the Old State Library Building. ]
