The Virginia Department of Transportation shall conduct a feasibility study on consolidating, or partially consolidating, in a central state location on a large tract of state-owned land the department's training program for heavy equipment operators. Fort Pickett shall be included as an option for the site. The department shall submit a report, with recommendations, to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 1999.
