A. The Director of the Department of Planning and Budget is authorized to transfer appropriations between this Item and Item 301 to accommodate the refinancing of all, or any part, of the listed Regional Jail Reimbursement Agreements through the Virginia Public Building Authority.
B. Out of the amounts for Financial Assistance for Construction of Local Facilities where Regional Jail Reimbursement Agreements have been signed, the Commonwealth's share of the cost shall be appropriated from the general fund and paid as follows:
