The Commonwealth Transportation Board shall make the following allocations from available revenues as provided in Chapters 11, 12, 13, and 15, Acts of Assembly of 1986, Special Session:

1. For Port and Port Facility assistance, 4.2 percent of such revenues; such amounts are estimated to be $29,260,100 the first year and $30,454,300 the second year. From these amounts $15,662,300 the first year and $15,662,300 the second year shall be allocated for port capital facilities and $13,597,800 the first year and $14,792,000 the second year for preservation of capital facilities.

2. For Airport Assistance, 2.4 percent of such revenues; such amounts are estimated to be $17,466,700 the first year and $18,170,200 the second year. From these amounts, $6,986,700 the first year and $7,268,100 the second year shall be allocated for air carrier airports. $6,986,700 the first year and $7,268,100 the second year shall be allocated for air carrier and reliever airports, and $3,493,300 the first year and $3,634,000 the second year shall be allocated for general aviation airports.
