Authority: Discretionary Inclusion.


A. From this appropriation, $106,166,898 the first year and $106,166,898 the second year shall be paid into the Priority Transportation Fund created in Item 531 of this act and will be distributed for purposes authorized by the General Assembly.


B. From the Priority Transportation Fund, $25,000,000 the first year will be made available for the capitalization of the Virginia Airports Revolving Loan Fund pursuant to Title 5.1; Chapter 2.1, §§ 5.1-30.1 through 5.1-30.10.


C. From the Priority Transportation Fund, $10,000,000 the second year will be made available for implementing a teleworking initiative, providing tax credits to employers who participate in establishing incentives for employees to telework. Employers in any region of the state which has not attained federal air pollution limits as of January 1, 2000, will be eligible for these tax credits.


D. Notwithstanding any other provisions of law, the Governor is authorized to finance from the Priority Transportation Fund mass transit initiatives approved by the Commonwealth Transportation Board to decrease the number of automobiles on the state’s highways.
