Not later than January 1, 1999, the Governor, through the Department of Conservation and Recreation, is requested and authorized to exercise his powers granted by the General Assembly to expend available funds for the acquisition of real property in proximity to the Kiptopeke and Shenandoah State Parks, such sums to be derived from funds available to the agency for such purpose pursuant to Chapter 789 of the 1992 Acts of Assembly.
