Included in this Item is up to $200,000 from the general fund the second year, which may be expended for qualified consultant services to examine the methodologies used to determine maintenance reserve needs of the Commonwealth's agencies and institutions. The State Council of Higher Education and the Department of General Services, in consultation with the Joint Subcommittee on Higher Education Funding Polices, shall jointly issue a request for proposals for such services, with a goal of establishing a uniform method or methods of determining maintenance reserve needs of such agencies and institutions. The amount remaining in this Item at the close of the fiscal year shall not revert, but shall be carried forward for the purposes specified in this section.
