This project includes $100,000 from the general fund in the first year to plan and design replacement boilers for the Virginia Correctional Center for Women. Before any funds may be allotted for the design phase of the project, the Department of Corrections, with the assistance of the Department of General Services, shall conduct a thorough study of the type of fuel for which the boilers should be designed. Such study shall include a life-cycle fiscal analysis (capital and operating costs) as well as consideration of the comparative environmental impacts of the respective fuels. The study and the department's recommendation shall be submitted to the Secretary of Public Safety for review. Upon the Secretary's approval, design funds may be allotted.
