A. Included in this Item is $50,000 the first year from the general fund to study alternatives for developing a statewide system for recycling used motor oil and antifreeze from "do-it-yourself" consumers. The study shall include a review of House Document 35 (1995) and House Document 10 (1996). The Department shall submit the report to the Chairmen of the Senate Committees on Finance and Agriculture, Conservation, and Natural Resources, and the House Committees on Appropriations and Conservation and Natural Resources, by November 3, 1999. Any unexpended general fund balances remaining on June 30, 1999, shall be reappropriated.
B. The Department of Environmental Quality, in cooperation with the Department of Agriculture and Consumer Services, the Department of Conservation and Recreation, and the Virginia Cooperative Extension Service, shall create a pilot program to evaluate alternative approaches for operating intensive swine operations (confined animal feeding operations of 300 or more animal units) with particular focus on the effective reduction of odors and pollution without reducing profitability. Notwithstanding the provisions of § 10.1-2128, Code of Virginia, the Director of the Department of Environmental Quality is authorized to utilize up to $150,000 the second year from the Water Quality Improvement Fund for costs associated with the study. The Department of Environmental Quality shall report the results of this pilot project to the Governor and the House Committee on Agriculture and the Senate Committee on Agriculture, Conservation and Natural Resources on or before December 31, 2003.
