1. This project is authorized pursuant to § 4-4.01 s of this act. The financing to support this project shall be authorized pursuant to § 2.1-179.2 of the Code of Virginia.
2. The Director of the Department of Planning and Budget may authorize an interest-free treasury loan to support this project until savings are realized to cover the project costs.
