Prior to funds being allotted for this project, the University shall provide to the Department of Planning and Budget no later than July 1, 1999, an analysis comparing the costs and benefits of 1) constructing two new buildings, 2) renovating existing campus buildings, and 3) constructing one facility instead of two.
