Contingent upon the enactment of legislation in the 1999 Session of the General Assembly to create the Capital Access Fund for Disadvantaged Businesses, out of the amounts for Minority Enterprise Development and Improvement $1,000,000 the second year from the general fund is provided to capitalize the fund. The Department of Minority Business Enterprise and the Department of Business Assistance shall enter into a Memorandum of Agreement for the administration of the fund.
