A. Administration of any health benefit plan or plans provided for state employees pursuant to § 2.1-20.1, Code of Virginia, shall be subject to the review of the State Health Benefits Advisory Council, which is provided for in § 2.1-20.1:01, Code of Virginia. Additionally, the Department shall report any proposed changes in premiums, benefits, carriers, or provider networks to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees at last sixty days prior to implementation.
B. The Department of Personnel and Training and the Department of State Police, in conjunction with the Commonwealth Competition Council, shall study the effectiveness of privatizing background investigations and security clearances on employees and contractors. The results of the study shall be reported to the Governor and the 1999 Session of the General Assembly.
C. The Department of Personnel and Training, in conjunction with the Commonwealth Competition Council, shall study effective methods and advantages to the Commonwealth of developing a gain-sharing program as a component of a managed competition process in which state government entities compete with the private sector for the provision of commercial activities. The results of the study shall be reported to the Governor and the 1999 Session of the General Assembly.
